Two threshold questions

Tribal gaming. A card room or commercial gaming establishment is an ordinary California employer. A casino operated by a federally recognized tribe is a different situation — sovereign immunity, tribal-state compacts, and tribal ordinances all bear on where a claim is filed and what law governs, and it varies by tribe.
