Three local rules that catch people
No calendar on Mondays. Nothing is heard here on a Monday.
Bakersfield keeps the standard 8:00–11:00 a.m. / 1:00–4:00 p.m. walk-through window like everyone else — but it adds a filing deadline on top of it. The document has to be filed by noon on the day before the walk-through. The window is not the local variation; the day-before filing rule is.
And the one that matters most if you do not have a lawyer:
Visitors wait in the lobby to be escorted through the security door by counsel or staff.
An unrepresented worker cannot get past the lobby alone — someone has to come get you. If you are appearing without an attorney, call the office in advance and arrange it. Do not simply arrive.
Parking: free, ample, in the building lot.
Transit: Golden Empire Transit serves the area.
Food: none in the building; downtown restaurants nearby.
What is remote and what is not
Remote by video: status conferences, mandatory settlement conferences, priority conferences, rating MSCs, and lien conferences.
In person: trials, lien trials, expedited hearings, and walk-throughs — subject to the noon-the-day-before filing rule above.

Bakersfield serves Kern County and the southern San Joaquin Valley by ZIP code — Bakersfield, Delano, Wasco, Shafter, Taft, Tehachapi, Ridgecrest, Arvin, Lamont, and the surrounding communities.
This is one of California's most significant agricultural and energy regions, and the docket reflects it: agriculture and field work, food processing and packing, oil and gas extraction, truck driving, warehouse and distribution, construction, healthcare, and staffing agency placements — which are the norm rather than the exception in agriculture, and raise the § 2810.3 client-employer question constantly.
Two things matter disproportionately here.
Heat. Kern County summers are among the most severe in the state. 8 CCR § 3395 requires shade above 80°F and high-heat procedures at 95°F, with agriculture, construction, and oil and gas extraction all named industries. Indoor packing and processing has been covered by § 3396 since July 23, 2024. And there is no heat illness presumption — AB 1336 was vetoed on October 15, 2025. Heat illness claims.
Pesticides. California requires pesticide use reporting, producing a public record of what was applied, where, and when. Chemical exposure claims.
